2000年至2004年五年的前景展望及里程碑；

1. 2000年，成为健康型、环保型高科技水泥企业： （已实现）
  实现利润翻番，创历史最好水平；
  完成公司内部互联网工作；
  完成厂内5000平方米"联合花园"绿化工程；
  通过ISO9000质量认证；
  做好上市及资本扩张准备；
  积极参与一些水泥企业的资产重组。
2. 2001年，成为上海首家上市水泥企业： （已实现）
  完成上市的一切准备工作，争取上市；
  完成资本扩张，使年产量和销量分别有较大增长；
  成本再次大幅度下降，技术改造和资源综合利用方面取得相当的进展。
3. 2002-2004年，再创辉煌：
  通过市场融资，进一步优化重组，极大提高上海市场占有率，利润将再次大幅上涨。
  总之，公司崇尚创新，追求完美，不断改善经营管理更新理念，奋力拼搏，朝着更高的目标前进。

3. 2002~2004, recreate a new splendor:
